OSRS focuses on ending game content as well [ToB, nightmare, COX, sire, cerb, vorkath, zulrah, etc] but there’s far more journey / pacing to hitting game on OSRS and far more mid game content as well RS gold, together with things like fighter chest or emptiness armour still being relevant in OSRS. OSRS does not really have the exact same power creep as RS3 does- people still use dragon scimitars effectively into elevated levels, while on RS3 something like monster weapons, whips, godswords, etcare dead material even for mid content.
Also think about this RS3 is a game with a whole lot more upgrades. Electricity creep is unavoidable in OSRS. I feel it will happen at a rate, while I agree it is inevitable. Like you mentioned, the dragon scimitar is still employed even today. Abyssal whip, while outclassed by additional weapons in various ways, remains the go-to slayer weapon for 99% of people beyond maxing their combats even far. The updated tentacle whip premiered nearly 6 years ago and only a few months back was a”better” option introduced for the same slot through blade of saeldor, which by the way calls for a non-tradeable and difficult to farm source as its origin of charges.
Since you have to give incentive to players to rewards power creep is inevitable, and the only real way to buy 2007 runescape gold do so is make those rewards better.
